On October 1, 2026, the Vulnerable Adult Banking Protection Act takes effect in Maryland. It authorizes a fiduciary institution to delay or deny a disbursement when it reasonably believes an older adult or vulnerable adult is being financially exploited, requires certain records to be provided to protective services or law enforcement, and grants the institution immunity for acting in good faith.
The authority only matters if the person at the counter recognizes what they are looking at. A customer withdrawing cash for a gift card purchase, a wire to a new "investment advisor," or a courier arriving to collect gold bars does not announce that a scam is underway.
